Social real estate in Rotterdam

The Polder of Babel is an annual course by the Independent School for the City for employees of the Municipality of Rotterdam from a wide range of backgrounds. The program offers inspiration and critical reflection on how major societal challenges—such as climate change, social inequality, and superdiversity—shape the City’s development. As always, Rotterdam serves as the research area, but the themes, issues, and insights explored are relevant to many other places in the Netherlands.

Within this program, theory and practice are brought together with the shared goal of bridging the gap between sometimes theorectical political ambitions on the one hand and the complex reality of day-to-day projects on the other. Through a series of inspiring and interactive sessions featuring lectures, discussions, and short assignments, participants collectively work to develop strategies and ways of thinking to close this gap. The insights gained are then presented and discussed with colleagues and other invitees during a concluding session.

Social Real Estate

The 2025 edition of the Polder of Babel explored how public (social) real estate in neighborhoods can help achieve a wide range of social goals. Participants looked at the historical development of public real estate in Rotterdam, examined buildings that have been completed or transformed over the past decade, and reflected on future opportunities. Eventually they considered how both existing and new buildings and services might act as catalysts for strengthening local social cohesion and community participation. The insights of this course were translated to a series of recommendations that were presented and discussed with the participants and their supervisors within the municipality.
